The Impact of Local Government Environmental Governance Effort on Urban Land Use Efficiency
 

PhD research Summary

China's cities face a structural tension between inefficient land use and tightening environmental regulation. Although environmental policies are set by the central government, their actual implementation depends on local governments, whose efforts differ markedly across cities. This research conceptualizes this variation as Local Government Environmental Governance Effort (LGEGE) and investigates its impact on Urban Land Use Efficiency (ULUE). Using panel data from 284 Chinese cities (2011–2023), an LGEGE index is constructed based on the Motivation–Opportunity–Ability framework, and ULUE is measured via a Super-efficient SBM model. Combining econometric analysis, social network analysis, and machine learning, the study uncovers the direct effects, transmission channels, structural patterns, and synergistic driving mechanisms linking governance effort to urban land use outcomes.
